Kentucky League of Cities Investment Pool
During the 2019 legislative session, House Bill 69 was approved, giving local governments and school districts expanded investment options. As a result of HB 69, the Kentucky League of Cities Investment Pool (https://www.klc.org/News/8371/Investment_Pool) was re-established as an investment tool within the limited municipal revenue landscape. Local governments now have investment options including corporate bonds and equities.
KLC City Officials Training Center
The City Officials Training Center (https://www.klc.org/News/1730/Training) is a voluntary continuing education program administered by KLC. City officials can complete education levels by attending KLC training events and submitting outside training credit from other municipal training. There is no charge to enroll. If you attend at KLC training, your credit is tracked automatically.
KLC Financial Services
KLC Financial Services (https://www.klc.org/News/328/Finance) provides low interest loans and municipal finance strategies to Kentucky cities and municipal agencies. Products and services include:
• Kentucky Bond Corporation: Fixed-rate municipal bond pool for general obligation or revenue backed projects with no out-of-pocket fees.
• Bank Placement: Competitive rates on loans from $25,000 and up for terms less than 10 years.
• Kentucky Bond Development Corporation: Allows local governments to support economic development projects without having to issue bonds.
KLC Community & Economic Development Services
The Kentucky League of Cities Community & Economic Development Services (https://www.klc.org/CDS/) serves Kentucky cities through a range of services intended to help cities improve the safety, quality of public services and quality of life for all residents. Services include:

KLC Insurance Services
KLC Insurance Services (https://www.klc.org/KLCIS) is a member-owned insurance pool providing property, liability, and workers’ compensation to over 500 Kentucky municipal members since 1987. Employee benefits plans, including group health plans, dental vision, life and disability coverage, also are available. Our members are comprised of cities and municipal entities, including utilities, housing authorities, transit systems, joint planning & zoning commissions, and more.

Jefferson County Property Valuation Administration
The Jefferson County Property Valuation Administration (https://jeffersonpva.ky.gov) is responsible for applying a fair and equitable assessment to over 260,000 residential properties, in Jefferson County, Ky., including properties within Home Rule Cities. Those assessments are the basis for taxes due to Home Rule Cities and other Jefferson County tax bases.

Kentucky Public Service Commission
The Kentucky Public Service Commission (https://psc.ky.gov) exists to foster the provision of safe and reliable service at a reasonable price to the customers of jurisdictional utilities while providing for the financial stability of those utilities by setting fair and just rates, and supporting their operational competence by overseeing regulated activities.
Kentuckiana Regional Planning and Development Agency – KIPDA
KIPDA (https://www.kipda.org) provides regional planning, review and technical services in the areas of public administration, social services and transportation as well as community ridesharing programs. KIPDA also coordinates services for persons 60 years of age and over. KIPDA is designated by the Kentucky State Clearinghouse as the regional review agency for virtually all applications for federal and/or state funds made by organizations or governments within the state of Kentucky.
LOJIC – Louisville/Jefferson County Information Consortium
The Louisville/Jefferson County Information Consortium (LOJIC) is a multi-agency partnership to build and maintain a Geographic Information System (GIS) to serve Louisville Metro and Jefferson County. LOJIC Online provides a geographic overview of our community, with data on parcels, taxing districts, zoning, utilities, and more. https://www.lojic.org
Louisville-Jefferson County Metro Government Planning & Design Department
Zoning regulations, building guidelines and other land use oversight within Jefferson County, Ky., including Home Rule Cities, is overseen by the Louisville-Jefferson County Metro Government Planning & Design Department. Louisville-Jefferson County Metro Government Public Works
Home Rule Cities work collaboratively with the Louisville-Jefferson County Metro Government Department of Public Works (https://louisvilleky.gov/government/public-works) in its efforts to effectively and efficiently maintain the area’s infrastructure; improve roadway systems; support progressive environmental initiatives and more. Responsibilities of the department include: Road construction and maintenance, manage road construction projects, transportation planning, snow removal on 3,047 lane miles, manage solid waste removal and recycling, operate and maintain 647 traffic signals.
